What is an Authority Having Jurisdiction?

An Authority Having Jurisdiction (AHJ) is the agency or official responsible for interpreting and enforcing a requirement. A project may involve several AHJs. Examples include building, fire, zoning, planning, accessibility, health, and historic-review authorities.
Can KDG represent an owner in meetings with building officials and regulatory agencies?

Yes. KDG can prepare code narratives, diagrams, comparisons, and presentation materials. KDG can also attend meetings with reviewing officials. Depending on the issue, the owner, legal counsel, specialists, or Architect of Record may need to participate. The agency retains final authority over interpretations and approvals

Code analysis should begin during acquisition, project validation, or programming, especially when occupancy changes, additions, historic buildings, shared exits, atriums, fire escapes, limited stairs, or accessibility constraints are involved. Early analysis can determine whether the proposed use is realistic.

Yes. A peer review can focus on code, accessibility, constructability, document coordination, specifications, existing-building issues, or another defined subject. The report should identify the review stage, documents examined, assumptions, exclusions, and responsibility for incorporating recommendations.
